According to the introduction, China has built more than 1.15 million 5G base stations, accounting for more than 70 percent of the world; all prefecture-level urban areas, more than 97 percent of county urban areas and 40 percent of township townships nationwide have achieved 5G network coverage; 5G terminal users have reached 450 million, accounting for more than 80 percent of the world. Industry applications are expanding rapidly, with more than 10,000 cases of 5G application innovation nationwide, covering a wide range of industries such as industry, healthcare, education and transportation. According to the Plan, China will strive to have 26 5G base stations per 10,000 people during the 14th Five-Year Plan period, achieve full coverage in cities and towns, basic coverage in administrative villages, and deep coverage in key application scenarios, with the 5G access rate in administrative villages expected to reach 80%; continue to expand the coverage of gigabit fiber-optic networks, accelerate the application and IPv6 upgrade of terminals to achieve double growth of IPv6 user scale and service traffic, and the mobile network IPv6 traffic ratio is expected to reach 70%; accelerate the expansion of international Internet import and export bandwidth, and continuously improve the quality of international information and communication services.

In addition, China will build a multi-level arithmetic facility system with digital network synergy, digital cloud synergy, cloud-side synergy and green intelligence, and the service capacity of data and arithmetic facilities will be significantly enhanced. At the same time, China will basically build a high-quality industrial Internet network covering all regions and industries, create a number of “5G + industrial Internet” benchmarks, improve the industrial Internet identification resolution system, and significantly improve the service capacity.

“In order to achieve the above goals, the Ministry of Industry and Information Technology recently focused on 5G, gigabit optical network, industrial Internet, data center, Internet of Things, block chain, IPv6 and other areas, began to organize and implement special actions, respectively issued a three-year action plan for deployment.” Xie Cun said.

Wang Peng, deputy director of the Information and Communication Administration of the Ministry of Industry and Information Technology, introduced that in recent years, the Ministry of Industry and Information Technology has focused on the problems of illegal handling of users’ personal information, setting obstacles, harassing users and deceiving and misleading users, and promoted the rectification action of App infringing on users’ rights and interests. Up to now, it has organized 21 batches of 2.44 million apps for testing, notified 2049 illegal apps, and removed 540 apps that refused to rectify. at the same time, it has strengthened the management of key responsibility chain of app stores, urged app stores to strengthen self-investigation and clean-up, and app stores have taken the initiative to remove more than 400,000 illegal apps.

Recently, the Ministry of Industry and Information Technology has deployed and carried out service perception improvement actions to promote industry-wide optimization of service initiatives, improve service capabilities, establish a “double list” of personal information protection, and continue to increase the protection of user information. “We will make full use of economic, legal, technical, administrative and other regulatory means to further strengthen comprehensive governance, and strive to create a healthier, cleaner and safer information and communication consumption environment for users.” Wang Peng said, in the future to improve regulatory policies and standards, the development of information and communication industry supporting detailed regulations and standards, sound regulatory rules, refinement and implementation of regulatory initiatives. Promote the establishment of a full-chain regulatory system covering Internet information service providers, application stores, network access service providers, third-party service providers, cell phone terminal manufacturers. Strengthen the construction of technical means, and constantly improve the automation and standardization of detection capabilities, timely monitoring and detection and disposal of violations in accordance with the law. To fully absorb the market entities, industry associations and other multiple forces to participate in governance, build a comprehensive regulatory pattern of government supervision, corporate self-regulation, media supervision, social organizations and user participation, to achieve a good ecology of multi-body collaborative governance and joint control.
